Q: Is there a barrel adjuster only on the 3 speed shifter and not on the 7 speed shifter?
A: Yes, the barrel adjuster for the rear derailleur is at the derailleur, so that shifter doesn't need it, the shifter with the adjuster is for the front derailleur.

A: Yes, 3 position shifter goes on left side of bar for triple crankset, 7 position shifter goes on right side of bar for 7-speed rear cog.
