The Neglected Majority

Parnell proposes ways that community, technical, and junior colleges and local high schools can work together on behalf of the majority of high school students who may not earn a postsecondary degree. The work introduces a four-year program of instruction that integrates secondary and postsecondary education through the 2+2 tech prep/associate degree program.
